When I worked at the Royal Naval College they had a better method. Rather than attaching a 2MB Word document and sending it to everyone they would send out an e-mail (granted it was HTML, but smaller than attaching the Word doc) with a link to the file on the network server. Then if anyone wanted it they could go and get it themselves.
