Your water pipes will only suply so many lires/minute. Most houses are limited in the current they can draw (and it's 60 amps in newer builds, 100 in older ones), and gas has a finite flow-rate too.
But it isn't the way they actually sell things. I'm unaware of any electricity supplier offering "up to 23kW for X per month". Typically both electricity and gas are charged per 3.6Mj with water either a flat fee or per litre.
