Previous National Insurance software contracts were huge and apparently over the top. So possibly the department believes software is hugely more expensive than it actually is to produce. Or possibly the contract includes things which are expensive - like passing some financial liability for errors to the software provider, or providing support to end users of the web applications, or even the costs of contacting all potential users. Without seeing the details of the contract it is impossible to say, but whilst it seems high at first glance I can easily see how simple elements could justify the expenditure.
