AFAIK it was the default package with Ubuntu. The lp/lpr printing system is from BSD systems (thus 'the old UNIX systems'). CUPS provides a cups-bsd package (name may vary) that provides the same interface but using CUPS as printing system. It's convenient for old programs that deal with the lp/lpr stuff directly. If you're used to the BSD system, the lpq and lprm tools works as expected although you're using CUPS!
