It depends on the call centre - Lots of them call "blind" and when the software thinks a human is speaking, it connects them to an "operator" - that's why you get a lot of silent calls, or hangups as soon as you answer. The really crap ones are the ones that ask you to push a digit[1] - then the computer knows a human is there, then it connects you to an operator.
Gordon[1] And note that there are a lot of scares going round in email saying things such as "if you push 9 it'll cost you a fortune". This is impossible in this country. I recommend pushing 9 (or whatever digit it is), then hanging up as soon as a human at the other end says hello.
