I've found this http://www.howtoforge.com/local_debian_ubuntu_mirroralas I'm on 512k and 6g limit so I dont want to try this at home - especially with 10.04 ubu coming out!! If you can set one up then you can use the mini.iso to start a system off, point it at your local repository and, it should be able to install a system an order of magnitude or more faster than a full cd rom on a decent network!
