Not quite correct I'm afraid. Having installed Windows 7 myself and not got the expected choice I made some inquiries and got the following response:
'Windows 7 has been in development for the last few years and while 
Microsoft have been appealing against EU rulings, they have continued to 
integrate their browser in their Operating System. This recent ruling 
means that all future operating systems sold by Microsoft, over the next 
five years, must offer users the choice of an internet browser.
The browser choice will be offered in all products from March, probably 
via a service pack or an update. All Microsoft operating systems sold 
from then on will offer the choice of browsers including Firefox, Safari 
and Chrome alongside Internet Explorer and a few others. Products sold 
before that date will have an update or service pack via Windows Update 
which will then give users the option to select which browser they 
prefer. The update will uninstall IE and install the browser of choice. 
Microsoft release major updates on the second Tuesday of the month so 
the update is likely to take place on the 9th March. Of course you can 
install and use any browser you wish before then, simply install it and 
set it as your default browser.'
In other words MS arrogance assumed they would win so didn't have any 
contingency plan for Windows 7 if they lost.  Quite how future loss of 
IE will affect applications where the developer has been bone idle and 
relied on IE components for some of the functionality will be fun to 
see.  I suspect MS are banking on third parties saying 'You must have IE 
installed for this program to run' and bypass the ruling that way.  It 
will be interesting to see if the Update referred to will be available 
for Windows XP - somehow I doubt it.
