Clearly there is a BIOS issue before Linux, so you have either hardware or BIOS configuration issue. Check for BIOS updates from the motherboard manufacturer. Most of the disk information can be found from "hdparm -I /device", post that. What does the kernel log during boot regarding this device? Can you try the disk in another machine to establish if the problem follows the disk or is just this machine?
