Sometimes it is bored schoolkids, someone with a grudge, or someone with a political motive. I don't see why you say "form such a group", this is usually one or two individuals using bot nets. We've had effective DDoS attacks by accident, where botnet controllers were trying to spam, or trying to do pay per click fraud, but one of our boxes got caught in the action and the effect was more than the would be spammer or scammer expected. Usually these types are quite small traffic wise and hurt because of issues surrounding open connections etc, you can just dump the packets at the router for those types.
