XP Pro certainly comes with a cut-down version of IIS (if you must use that), I can't remember in which of the 6000 versions of Vista it comes in. Seems you can install it in XP Home with a bit of hard work. Even if the version of Windows you have didn't come with IIS, I don't think there is anything physically stopping you from downloading Apache and using that. In fact I probably would do that instead of using IIS in the first place.
