 From what I have read, due to the fact they're not shipping Windows 
with IE 8 it's a full version only.  I presume their way of thinking is 
if we upgrade from an existing OS the browser will still be there, or 
maybe screw the EU let's make life hard for the customers.

Personally I couldn't give a monkeys if they remove IE 8, in fact I'd 
happily not have IE infecting Windows as I generally install Firefox 
anyway (and how do I get it?  downloaded on a Linux machine and dumped 
on to my network server or a USB pen drive).

I also wouldn't do an upgrade of any Windows OS, I tend to do a clean 
install for that minty freshness.
