It’s just not copyleft. The licence for php 4 and 5 is http://www.php.net/license/3_01.txt, which is a BSD-style non-copyleft free software licence. It’s not compatible with the GPL because of restrictions on the use of the name “PHP”, but otherwise free. Claims to the contrary are just FUD, IMO. -- Benjamin M.
