Joomla! has focused on a decent UI, but seems to lack some of the fine grained options that drupal has. However, Joomla! does have good user management. It's quite hard to make a Drupal theme look like it's not Drupal (if you understand me), but Joomla!, can be quite easy to make it look like a 'normal' website. There are big deployments of both CMS's, so I think both are suitable - however, Drupal is more 'geek' orientated for an end user management IMO.
