http://news.bbc.co.uk/1/hi/programmes/moneybox/7332216.stm So they had something that worked for most - and they 'upgraded' to PDF and now, rather than have a format that automatically works for screen readers they have to take extra trouble to get back to where they were. So they've bought a lot of expensive Adobe software and now they will have to buy a lot of extra training too, to do something they could do already....
