(and a goal that has been satisfied for about a decade.) By design, nearly all GNU/Linux distributions install a mini-setup that is almost enough to run on any server with addition of minimal packages. In Debian, it's called debootstrap (or cdebootstrap). Oh and none of those minimal setups require any GUI and all are able to load an editor (Notepad) and edit system configuration files (RegEdit) without a GUI being necessary.
