I think it would be naive to think its anything to do with loosing legitimate revenue. In a school/college a machine running a different operating system will probably cost them 4 or 5 licenses through customers* going elswhere - and thats in the short term. If M$ could write software the way they write contracts computing would be out of the early 1990's by now!
