Yes, although you can use DHCP servers in some clever situations. I did some weirdly designed networks with DHCP. Mostly we found that servers (well Microsofts anyway) didn't adhere to the standards well enough to use in a network with multiple DHCP servers. It sounds like he wants to use his router as a DNS server, and figure out why Postfix doesn't like using it. If it is a router problem there may be a firmware update or similar.
