Might I suggest that the box that acts as "netnanny" (smoothwall or ipcop I would suggest) is separate from any other kind of service.. it would need 2 x NIC (at least). The reason for this is simple security.. also its easier to reboot a router with little disruption to the network than the main server.. I would be interested in helping out on 2 and 3, possibly 1 also.. but it will depend on dates a lot..
