Its not a crime its a tort! :-) Software theft is where you run out of PC world with a copy of Window Vista under your arm with out paying, which is just regular theft anyway ;-0 Child protection investigations are searching for a crime but i think this is a complicated area of law itself as for example a child could be taken into care with out a prosecution/or an actual crime. Yes there are some other bodies other than the police who can act in this area but in general they need court warrants and/or police presence to do very much. Of cause if you are selling software/music/films you are not entitled to distribute then i presume you are committing fraud so could be prosecuted for that.
