A copy of MS Office to be installed for work puposes only would not be classed as payment in kind so long it was understood that it was for work only. A copy of OpenOffice does not have to be given to an employee, they can downlaod it themselves, and therefore not involve their employer. Not that there is any tax on payment in kind for a piece of software with no value.
