That way you can connect to the wireless router without needing to struggle with wpa etc at the card end. It is often easier to get the thing connected first, then sort out the wpa or whatever encryption method is used. On ralinks for instance, wpa was terrible to set up a while back - so getting it to connect without encryption on the router proved things were working - then you could fiddle with the various methods to enable the encryption.
