It works as you say - simply use the arrow keys to navigate the document. No modes or anything like that. It can also do syntax highlighting for source code and copy/paste using keyboard shortcuts. The keyboard shortcuts aren't quite so hideous as vi, e.g.: Quit: Ctrl-K-q Save: Ctrl-K-s Apt-gettable in Debian.
