Nothing in the announcement says they are forking OpenOffice, merely they are developing plugins for it under an open source licence (which would be interesting). Clearly OpenOffice could do with tools to read files from Microsoft Office without undue data loss, but the whole thing is dependent on Microsoft producing an XML format that includes everything about a document in well documented fashion. Something Microsoft have announced for pretty much every version of Office since XML became fashionable, and then quietly nobbled it in some fashion.
