Sounds to me like this should be a feature built in to the user manager applications. Out of interest what happens if you set up no logon after 9pm but someone logs on 8.55 , would you need an auto log off at 9pm. perhaps also include in this a auto popup message to say you have x mins left please save work and log out, or something to that effect.
