the usual way. Surely a user needs to do system things, eg to mount a
CD so you need something.

The only time anyone needs root access to mount anything is the very first time the device is mounted.

After you know it's working, edit the /etc/fstab file and add the config with the user flag to allow ordinary users to mount and unmount the device. If one user mounts it, another user cannot unmount it so it is safe to use.

The only time I routinely use sudo is when testing packages. Most Debian users don't do that so most Debian users don't need routine sudo access - once the system is installed and configured.

apt-get update and apt-get upgrade can be automated using cron-apt so that packages are downloaded, unpacked and installed automatically overnight with any problems being emailed to a configurable user mail account on the localhost.

If you're using sudo more than once a month on a system that was installed more than a couple of months ago, you need to ask yourself which packages you are missing so that your sudo tasks can be handled automatically.
