I use motion with a number of webcams and an IR security camera - mainly for wildlife monitoring and it does a great job. It works fine on motion detection - starting recording either stills or video on motion activation with various settings to eliminate areas where high activity may occur - e.g if the cam views the edge of the road or a tree for instance. Have a look around the site mentioned - there are some cams you can look at, including the developers own selection, which include some with pan and tilt functions. Very neat.
