The monitor itself and your graphics card. I notice you only seem to have the generic Nvidia module for the graphics card. I would recommend downloading the latest Linux update from www.nvidia.com and installing that to get full performance from the card. You may be in the situation where the monitor will handle the refresh rate you want, but the graphics card doesn't know that it can.
