Actually, the very first browser, WorldWideWeb, for NeXT was a browser and an editor, as was WYSIWYG. http://www.w3.org/People/Berners-Lee/WorldWideWeb.html W3C Amaya is going in the right direction, as a friendly HTML creation tool. There's no reason why a WYSIWYG tool can't do it properly, but we're still riding out the end of the days where people think a mess made from a bunch of tables is perfectly fine.
