It's not going into trains either - pretty much all train investment is out of the passengers pocket, unlike roads which are funded by blanket local and national taxes. I would agree that tracking vehicles is a huge waste of money - even if it were OSS backed, the logistics involved would be hugely expensive as would the many consultants and lawyers bought into every PPP (Public Purse Pilfering) project. Having larger differences in car tax would be a much better idea, and fuel tax works reasonably well, although it penalises rural drivers. I reckon you should get a car tax rebate if you live in rural areas.
