Would "checkinstall" not generate an RPM package? I know on a Debian based system the default is to generate (and then install) a .deb file, but if you specify "-R" it should make an RPM package... although it may complain when trying to install it :D Or would this not help at all?
It's not quite the same as generating the RPM on the target platform - it doesn't ensure that the library will install cleanly. However, I will take a look because if it generates a sample .spec file it would be a good starter.
