If you have a decent netgear router/firewall you should be able to limit ports to address/network ranges. You can also do it at the linux box using iptables (same as some netgear firewalls), and I have written 3 stage authentication/authorisation handlers for apache quite trivially in perl, but that requires mod_perl -- although RH, etc usually ship an apache with mod_perl enabled by default.
