Not necessarily. You'd be surprised if you look at the required specs of software how many do still say they will work with Windows 98.
And WINE is getting quite good at running Win 3.1 - 98 stuff, I think.
A simple example is that of a local taxi firm. They use a piece of software which is apparently no longer maintained but nobody produces any other software that does the job.
This fits the model proposed for end of life Open Sourcing[1] by Martin Fink, who clearly knows a thing or two[2]. Is it possible to identify the writer of it and ask if they might let the source code out? Failing that, it is a credible niche for a FLOSS (perhaps on Linux) re-implementation, and for sale of support. The FLOSS ecology could take that niche over. When all the niches are taken over, global domination has ensued.
