It is an option for IMAP4 accounts, and it probably doesn't do what people think it does from the description ("help" has to be useful for something).
The fix to the "Outlook" problem is not to use Outlook - in some versions/configuration you need to hack a registry setting to allow you to view some attachments - weird.
As for ThunderBird deleting email on Windows - well I wouldn't start from there (as they say) - make sure the junk filtering isn't too agressive. Understand if you move stuff from inbox the copy on the POP3 server is removed at exit (if the option is set to do that).
