[LUG] FLOSS disaster relief software ?

I'm sure I have commented on this before, but I cant seem to find the
reference :-(

However given the current tragic events and Kai's lucky escape, is
anyone aware of any FLOSS developments going on in the way of software
to assist "ground zero" personnel when such a logistical nightmare as
this happens ?
