It doesn't relate to how the software works - pure scaffolding, so perhaps your looking at the wrong docs.
The Savannah and other GNU docs do refer to CVS, but not extensively, perhaps RMS uses something else ;)

Since you tag after checkin usually - I'm guessing "$EDITOR configure.in", certainly I use the version value in configure.in as the "definitive" version number, and everything else is derived from it, including me CVS tags although they are derived manually.
