`Hold' in aptitude or dselect (the `=' key), once you've got the right version of the package installed.
Are there problems with repeatedly downgrading one package?
Unlikely (provided the package is well-behaved) -- I test that I haven't broken a package when working on it by repeatedly installing, deinstalling, upgrading, and downgrading. I guess I must be one of the few people who's still happy with Debian stable on a workstation....
