I'm wary of having intermediate nodes discard mail, or make any sort of 
judgements apart from where to pass it on to.

However, the ISPs that spammers have their accounts with should recognise and 
throttle that behaviour, and ISPs providing broad band should apply similar 
observation to mail coming out of their customers - only for volume.
