You would need a friendly Public Sector Organisation to back you and then you would need to make a business case of why this was an innovative way of delivering services, etc. Have any of the Cornish members thought about an Objective One bid e.g. making Cornwall a leader in IT. There would be a problem with the lack of geographical exclusivity though.
