Sound like a you had a similar experience to myself in the Philippines. Leaving linux disks lying around in the internet cafe is a good idea, but then again most people who go to internet cafes in the Philippines go because they have no (other) access to a computer :-(, and certainly no way of downloading patches / updates etc. So I guess they are stuck with what ever the internet cafe provides. Those that have their own computers probably never (or rarely) go anywhere near an internet cafe. Perhaps persuading the internet cafe owner to go open source would be an alternative route ? My preference for advocacy in less developed countries is to promote use of K12LTSP in schools, more "bang for your buck" , recyles old computers that couldnt run the latest versions of linux (or windows for that matter) (with gui) otherwise and provides good exposure (to school community).
