Yes, of course: apt-get.

green kryptonite licence -> GKL -> not a million alphabetical miles from GPL.

If it really has nothing to do with Windows Update, wouldn't that also mean 
opening the source code to a third party? 

Sounds great, when will BG put kernel32.dll.src.tar.gz on sourceforge?!

(And would anyone be willing to beta test it!?)
