One source of confusion is that Linux run levels are not done like Unix run levels. In Linux the level is for a task, but there is no hierarchical meaning, so level 4 is not above level 3, so they should be called "run states". Thus /etc/rc4.d contains all the things to start on entering run level 4. In HP-UX (for example) there is a clear hierachy 1<2<3<4, goodness knows what 5 is for, S for single user admin, and 6 being reserved for certain reboot operations. The hierarchy is explained in that on boot HP-UX steps through the run level start-up scripts running /sbin/rc1.d/S* then /sbin/rc2.d/S* to get to run level 2. So on Linux I have S08ipchains in /etc/rc2.d and /etc/rc4.d, but on HP-UX that would start it twice if I went to run level 4 (Except HP-UX puts start-up scripts under the static binary directory /sbin, which is just playing at odd man out).
