I'm afraid I can't think myself past file associations. My natural instinct - as someone with a tech support role - is to verify what the user tells me, so please accept my apologies for the following. KDE control centre -> kde components -> file associations. Known types -> text -> html. Konqueror should be at the top of the Application Preference Order list. If it is, select it and click the edit button. Select the execute tab.
