I found that because my modem wasn't automatically detected by the madrake installer as I use a cable modem by default, I had to manually select it. I also made sure the kppp was installed from the package list under the network selection group. Try an rpm qury to make sure it is installed and if not either use tie mandrake software installer from the menu (whicj will automatically download any updated version from whats on the CD) ro browse the CD and install it using the package manager that way. Never had a problem like this with redhat, I just installed the modem driver and used kppp to set up my account details . . . it's so easy!
