There is a zillion (best) ways of doing this of course.

I would load up my brand new Python2.3 Beta with:
http://www.python.org/dev/doc/devel/lib/module-csv.html
and some Postgres DBM module. 
apt-cache search python postgres
Seems to be a few. This one looks good:
http://pypgsql.sourceforge.net/

And get to work.
