Hey DNS isn't that difficult to checkout first - honest. Especially if "localhost" is "broke" as well. Something like "dig +search localhost" and "dig -x 127.0.0.1" should both reply very promptly. (33msec and 25ms respectively here on my overworked little desktop box - although he has delusions of grandeur since he thinks he is a slave of "." in case of root server disaster ;) The first should return an A record with 127.0.0.1, the second a PTR record pointing at "localhost.", anything else is just not RFC compliant (well I think some of them are merely "should"'s). The usual problem with DNS and slow connections is things trying to do a reverse lookup (sometimes for tcp wrappers - see /etc/host.{allow|deny}) for a connection.
