Un fortunately all the > man pages seem to apply to debian only I had a similar error after I inadvertly deleted the /var/state/apt/lists directory. Afterrecreating it and creating /var/state/apt/lists/partial everything went OK. If you have a lock file remove it and do apt-get update to create the source lists.
