It is a European directive, the government is obliged to put it's provisions into UK law. As far as I know parliament still makes UK law, and they certainly can amend and clarify, and adjust exceptions. They could not put it into law, nominally they could then be fined, but that sounds like it would a gift to the anti-european movement, "parliament fined by Europe for not making laws it considers bad"..... Alternatively we could just dump the whole Europe thing, whilst I am pro-Euro, the whole federal state thing is out of hand, European laws are being brought closer in line than those of US states in many cases, but with less democratic representation.
