very odd - looks like DCOP isn't initialising properly... have a look the output of "dcop" in an xterm... if you still get the same error, use "strace - -e trace=open dcop", and you should see waht file/socket is getting permission denied
Are you running you KDE as another user? Sounds like a screwed up KDE installation. I gave up on Kmail (for my girlfriend) after using KDE3 unofficial .debs.
are you using geniussystems packages?
