Regrettably, several. One is in the hands of the health authority and is therefore wholly unsuitable for this purpose, several others will be for local medial record systems. The PVS system which I am involved in doesn't differentiate on location any closer than by country or (US) State so it would only be useful as a first layer, and probably having more than one layer is not good.
Even if they don't presumably if we create an authentication scheme you will want to reuse it in future.
