So, what to do about it ? 1) vmstat -n 5 5 (25 second snapshot of what's going on in the virtual memory world) have a look at bi and bo, si and so. High values indicate that there's a lot af page activity going on. Of course, you can get almost as much information from watching the lights, but it's nice to know for sure. 2) After that, top is your friend. I'm assuming that your problem is memory related, because most *general* performance problems are. Very slow systems are almost always very slow because they're paging a lot.
